Credit Rating Model is being used on countries and corporations. Letter (e.g., AAA, BBB, etc.) and number scales (1-30) are being used to measure an entity's credit worthiness. Factors which are being considered include financial status, payment history, reputation management, etc.

Credit Scoring Model is being used on consumers and SMEs. It puts weight on past behavior only which includes credit and payment history because other factors may be too costly to obtain. For example, financial status for big corporations is readily available, while most SMEs don't do any of these reporting at all.
