Yes, a TN visa holder is permitted to work for two employers just as long as he has an approved TN visa for each employment. A TN visa corresponds to only one employer, which will make it illegal if the TN visa holder works for two employers. However, TN visa holders have the same privilege as H1B visa holders. They can find another employment and work legally for two employers if they get another TN visa.
Canadians can get another TN visa at the port-of-entry to the US by submitting the requirements to the Customs and Border Patrol personnel and paying for the required fees. On the other hand, Mexicans can apply for the additional TN visa by petitioning with the USCIS or applying at the US Consulate in their country.
